A feedback for another user can be viewed via the Insight view page only if the feedback is shared with you. Which means- even if you are a manager and one of your direct reports has received a feedback, it won't be visible to you unless you are in the shared with the list.
Exception is super admin - all super administrators on your instance will have access to everythingall feedback messages, irrespective of whether it is they are shared with them.
