Jira admin facing screen
Jira admins have access to the configuration screen from left hand navigation under Apps menu. All instance level configurations are managed from this screen.

In-project screen
As the name suggests, this screen can be accessed from within a Jira project.
Within any software project’s left navigation, you will see the ‘Release planning & reports’ link - assuming the app is already installed & the instance level configurations are set up appropriately.
