Only logged in users are allowed to vote/comment. Anonymous voting/commenting is currently not supported.

Once logged in customers/agents can add new comments, edit/delete their own comments, add or remove votes on existing cards.
JSD → Roadmap portal
JSD agents can access the similar roadmap view from within Jira service desk project. They can add new comments, edit/delete their own comments, add or remove votes on existing cards.
Jira new issue view → Glance panel
Similar to the JSD → Roadmap portal, agents can directly add/edit/delete comments/votes from the glance panel available within Jira new issue view.
