Is alignment possible only for objectives?

Yes, the ability to align with each other is possible only within objectives of different levels. The reason Employee Success doesn't allow aligning key results is to avoid unnecessary complexity. If a key result needs to be aligned with another key result or an objective (other than its direct parent), just create it as an objective & then align.
