While creating/editing objectives, labels are added to classify objectives. To manage those labels, use this setting. If the label is not associated with Any objective, Delete option is available in Actions for that relevant label.

In below image, notice Disable option for the label called New business, since that label is associated with one or more objectives, it cannot be deleted.
