A feedback for another user can be viewed via the Insight view page only if the feedback is shared with you. Which means, even if you are a manager and one of your direct reports has received a feedback, it won't be visible to you unless you are in the shared with list.
Exception is super admin - super administrators on your instance will have access to all feedback messages, irrespective of whether they are shared with them.
